I don't think campus administration screwed up. It definitely appears to be two separate incidents now with different shooters.
I have visited the campus of Virginia Tech a time or two. It is a sprawling space with beautiful buildings and the scenic mountains in the background. I can't imagine that small town and that campus crawling with police and emergency vehicles like that.

I am an avid reader of your blog and a Virginia Tech alumnus. I was right next to the campus when it happened and as it turned out I had a friend inside the second building (he is ok.). I can't even begin to say how shocked I and the entire hokie nation is today but as you put it we are all Virginia Tech!
One of the victim is an Air Force ROTC so I feel sadden for both my Virginia Tech and Air Force family.
I was at the gathering on campus today that the President attended and plan on being at the vigil tonight.
Virginia Tech used to be a very quiet campus except on game day, all that has changed now.
